Small and Medium Enterprises (SMEs) are targeted to achieve desired impact since the sector comprises more than 99% of total business in the country.

Manufacturing Productivity Extension (MPEx) Program

A program under SET-UP and the Technology Application and Promotion Institute (TAPI), the Manufacturing Productivity Extension Program (MPEX) aims to increase productivity of small and medium scale enterprises (SMEs) in the Philippine manufacturing sector.

Energy Audit (EA)

Energy Audit assesses your company’s whole process to improve competitiveness through increased productivity, decreased overall energy consumption and operating costs, and reduced waste generation.

Energy Audit assessment identifies waste sources, causes, and appropriate CP options in a manufacturing enterprise. Applying these CP options provide opportunities that would help the facility reduce waste generation and at the same time, increase its productivity.

Consultancy for Agricultural Productivity Enhancement (CAPE)

CAPE aims to institutionalize effective farm management strategies, including transfer and commercialization of better technologies, to improve agricultural and aquaculture productivity.

It provides assistance to farm owners who are engaged in:

Aquaculture (prawn, milkfish, mudcrab, tilapia, etc.);

Horticulture (vegetables, fruits, ornamentals, plantation crops, etc.); Livestock production; and Poultry production.

Cleaner Production Technology (CPT) Assessment

the application of an integrated preventive environmental strategy to processes, products, and services to increase efficiency and reduce risks to humans and environment (UNEP).

Cleaner Production focuses on source reduction and recycling. To reduce wastes, the company can increase product life, change input materials, modify equipment, layout or piping, improve their production process, change equipment to more efficient one, and optimize operating conditions. The company may even look into their operating and management practices for improvements.​

food safety (FS)

equips practitioners with the knowledge and skills practiced and adhered to in the global market. It assures quality, promotes safety, ensures occupational health and safety of workers, and reduces risk of liability.

Involves the deployment of food safety experts to food processors to improve compliance to requirements of Good Manufacturing Practices, Standard Sanitation Operating Procedures, Hazard Analysis and Critical Control Points, Food Safety Management Systems and other Food Standards​

MPEX

Manufacturing Productivity Extension for Export Promotion

Objectives of MPEX

  • Identify strategies to improve productivity of micro, small and medium manufacturing enterprises;

  • Recommend productivity improvement measures for immediate implementation;

  • Develop capability to provide other forms of assistance to develop the manufacturing sectors and

  • Provide a venue for the entries of the other DOST programs and projects particularly technology transfer activities.

Duration of Consultancy Study

Each productivity consultancy shall be completed within four (4) man-months from contract signing including one (1) man-month for installation of recommendations.​

What can we get from MPEX?

The productivity consultancy services shall focus on improvement of the following:

  1. Capability Utilization

  2. Product Design and Packaging

  3. Plant Layout

  4. Production Planning and Control

  5. Materials Management System

  6. Quality Control/Assurance System

  7. Safety and Housekeeping Practices or Facilities

MPEX is open to firms classified under the following sectors:

  1. Agro and Food Processing;

  2. Furniture;

  3. Garments;

  4. Gifts, Decors, and handicrafts (GDH)

  5. Information Technology;

  6. Material based (wood, bamboo, minerals, leather);

  7. Metals and engineering; and

  8. Micro-electronics.

How to Apply

A. Application

Submit a formal letter request for MPEX assistance to the DOST Northern Samar Provincial S&T Center.

B. Screening

Potential beneficiaries endorsed will be evaluated based on the criteria set by the program;

Pre-qualification of firms will be done by DOST Northern Samar in consultation with firm beneficiary and the team of consultants.

  3. To identify the main energy-consuming areas/plant items to be surveyed during the audit.

  4. To identify any existing instrumentation or additional metering that may be required.

  5. To identify the instrumentation required for carrying out the audit.

  6. To plan the time frame.

CAPE

Consultancy for Agricultural Productivity Enhancement

CAPE aims to institute effective management strategies to improve agricultural productivity in farms. It provides assistance to farm owners who are engaged in:

  1. Aquaculture (prawn, milkfish, mudcrab, tilapia, etc.);

  2. Horticulture (vegetables, fruits, ornamentals, plantation crops, etc.);

  3. Livestock production; and

  4. Poultry production.

How to avail of the CAPE Assistance?

Interested farmers, farmer cooperatives, NGOs, and LGUs, may submit a request for assistance endorsed by the DOST Northern Samar PSTC to DOST Regional Office No.8

 

The request should include:

  • Background information about the farm (including hectarage);

  • Type of technical assistance needed; and

  • Expertise required.

CAPE consultancy teams may also recommend farms for inclusion in the program. Participation to the program is free of charge. However, full commitment and cooperation from farm owners are required specially in sharing relevant information with the study team.

Food Safety

What can we get from FS

As our diet and food supply becomes highly varied and complicated by different sources for raw materials, ingredients, processing/preparation methods and packaging materials, they provide a lot of opportunities for the occurrence of contamination and hazards. These can cause food borne illnesses, injuries or even death if no control or preventive measures are put into place. Food Safety provides an assurance that the food produced or served by a diligent food business operator (whether a manufacturer, food service provider, trader or vendor) would not cause any disease or injury to consumers and, is guaranteed to have proven, consistent safety and quality.

Food Safety is the right of everyone and is a shared responsibility among concerned stakeholders along the food supply chain in its development and implementation. These include the government, academe, industry and consumers.​

Who may apply?

Each productivity consultancy shall be completed within four (4) man-months from contract signing including one (1) man-month for installation of recommendations.​

What are the requirements

A letter of request addressed to the Provincial S&T Director expressing interest in availing of technical consultancy services provided under the program should be submitted

How to Apply

A letter request may be sent through fax, e-mail or courier services, or personally visit the DOST Northern Samar PSTC for a walk-in consultation. Specialized Inquiries and specific requirements are referred to appropriate technical resource person within the regional office or other DOST agencies.
