National strategy to encourage MSMEs to adopt technological innovations to improve existing products, services, and operations; increase productivity and competitiveness; and more importantly to enable MSMEs to develop new products and establish or sustain market niches.

CEST is an approach to improve the socio-economic condition of municipalities considered as poorest of the poor through S&T interventions in Health & Nutrition, Water and Sanitation, Education, Livelihood or Economic Enterprise development, and Disaster Risk Reduction.

In support to the SETUP, consultancy services are likewise provided to MSMEs and local entrepreneurs for them to attain a higher productivity.

Identification of productivity improvement in the area of agri/aquaculture and manufacturing sector, energy efficiency, waste minimization, and food safety are implemented and provided to identified co-operators and beneficiaries to capacitate them and become more productive and competitive.

The Grants-In-Aid (GIA) program provides grants for the implementation of programs/ projects identified in the current DOST priorities and trusts and supports S & T activities classified in the General Appropriations Act.

Application for GIA support may be completed in six months or more, depending on the availability of funds.

Packaging and Labeling Services is the assistance to SMEs in the development of package design; technical consultancy for the improvement of packaging system thru proper labeling and packaging; nutrition facts analysis, Sheaf life testing and training.

Another strategy to assist local entrepreneurs is the provision of trainings to build their capabilities and “know-how”. This S&T based and productivity trainings, seminars, fora, workshops and technology demonstrations are organized by the DOST-8 for MSMEs, LGUs, and the academe on various topics.

The S&T Undergraduate Scholarships Program aims to stimulate and entice talented Filipino youths to pursue lifetime productive careers in science and technology and ensure a steady, adequate supply of qualified S&T human resources which can steer the country towards national progress
